Pricing at checkout

I need the ability for retailers to see at checkout the shipping services they can offer based on rules i.e. if returned shipping costs are less than £5 offer free shipping, if costs are £5-£10 charge £3.99 and so on. We would then need to either tag the data with the courier and service or find a way of adding an identifier to pass through from the channel or site. The system should use direct API with the courier first to get pricing for supported couriers and then use billing api for the rest. We should automate the couriers, weight bands and zones as they never change so customer only needs to add the prices.
